The BRICS are in the news again, this time proposing a new development bank to be funded by their respective countries (Brazil, Russia, India, China and South Africa). This bank would act as an alternative source of funding for infrastructural projects. While we do not yet have the information to be certain, it is not difficult to phantom at least one of the reasons for this proposal &#8211; s/he who pays the piper calls the tune. Developing countries, including the BRICS, have long complained about being given &#8220;raw deals&#8221; on financial issues and transactions at the global level. Now that they have the resources (thanks to economic growth and export income), why not use it to gain leverage?</p>
<p>It is however difficult to see how the &#8220;us vs. them&#8221; strategy would succeed. First, <a href="http://www.reuters.com/article/2012/03/29/us-worldbank-zoellick-brics-idUSBRE82S0JP20120329">the key players have differing interests and views</a>. Second, while the BRICS might want to stay clear of political conditionalities, they nevertheless have every interest to ensure that their monies are properly invested and repaid. While the agenda over good governance, including notions of accountability and transparency, might be criticised for its liberal underpinnings, the argument nevertheless embodies an internal dynamic that serves the interests of money lenders, whether it is the World Bank, the IMF or an alternative like the BRICS Bank. Third, given the challenges of setting up a development bank, and the complexities of running development projects/programmes, a BRICS Bank may well have to seek assistance from the World Bank, as Robert Zoellick already expects. More importantly, it may well have to cooperate with the World Bank in the long run in order to ensure sustainable and effective investments. If that were to be the case, then it becomes difficult to see how a BRICS Bank would offer an alternative.</p>
